Neighbourhood Epistemic and Communications Community (NECC) is a network of experts of recognized competences in different areas of knowledge. The members of the Community belong to different professional or public circles – public institutions, private sector, non-governmental sector and civil society. They share a common mission for the prosperity of the Romanian-Bulgarian cross-border region and have similar beliefs which are a result of research and analysis of public practices. Neighbourhood Epistemic and Communications Community is being established independently and beyond governmental and other power centers. The influence of the Community is based on the expertise on its members, not on their number. This expertise is expressed by its own “language” which forms its own “territory” of knowledge. The knowledge is a valuable resource which enlightens the policy evolution process and replaces the analysis, without which no policy could be planned. The knowledge is the key factor which sets standards and supports the development of regulations. Thus, the most important functions of the Neighbourhood Epistemic and Communications Community refer to the four phases of the policy process: political innovation, dissemination, selection and sustainability. The Community influences by generating ideas and distributing them at different levels, including the global one.
